Becuase i'm trying to save up for Manhatten Project so i can get nukes. Which means I must keep my tech up to get them. Tech costs lots of aluable money that I don't have to replace at the moment. That's why I am probably going to do trades for a while, keep my bill cost down, and my tax collection up.

In order to get good sums of money you should focus on your nations economy. I ended the war with less than 100 infra levels and in red line. Now I'm on 3399.99 infra levels, my next step for next collection would be buying 600 infra levels and then to seat there for a while. This help me to get better collections and save money for a lot of things, tech, wonders, nukes, infra and a good WC.

The thing is, that if you focus on your economy, selling tech, getting a full TC and with good BR for your size and buying infra, you will get to were you want to be faster.
